Building Peace and Stability in Iraq programme

The FCDO invites bids by 22 December 2025 to deliver one component of the Building Peace and Stability in Iraq programme. This includes activities related to durable solutions and leading at least 6 local non-governmental organisations.

Overview

The deadline to submit proposals is 11:59pm UK time on 22 December 2025.

Building Peace and Stability in Iraq aims to support the reintegration of internally displaced persons and returnees from Northeast Syria in areas of return.

The programme is currently implemented by the International Organization for Migration (IOM) and 6 local non-governmental organisations (NGOs) managed by the International Rescue Committee (IRC).

The programme delivers:

  • peacebuilding and social cohesion activities
  • legal and livelihoods support
  • small-scale community infrastructure rehabilitation

It also provides policy, advocacy and capacity building initiatives to create durable solutions for internally displaced persons and Iraqis returning from camps in Northeast Syria.

The programme also funds the role of the Durable Solutions Advisor to the United Nations Resident Coordinator.

What the fund will achieve

Building Peace and Stability in Iraq has been delivering since 2023. Its current programme outcomes delivered by the IRC-led component are:

  • constructive dialogue and engagement: community groups (including men, women, marginalised groups, youth, and community leaders) engage to identify specific drivers of conflict, promote social cohesion, and reduce discrimination
  • access to justice and durable solutions: people impacted by displacement can access justice and exercise their rights to achieve durable solutions
  • strengthening policy advocacy and institutional reforms across issues relating to durable solutions

Building Peace and Stability in Iraq’s current programme outcomes delivered under the IOM component are:

  • areas most affected by displacement are re-assessed through community-informed design of solutions to displacement in support of peaceful and sustainable reintegration
  • barriers to durable solutions, drivers of displacement, and of community tensions are addressed through quick impact projects (QIPs), access to adequate housing, livelihood opportunities and evidence building
  • civil society and affected communities have increased capacity and access to inclusive spaces for dialogue to support resolution of displacement barriers and strengthen community cohesion

FCDO is inviting bids to take over the management of the component currently delivered by IRC and a group of 6 local, downstream NGOs.

Requirements for organisations wishing to apply

Organisations must:

  • be legally registered in Iraq 
  • be a not-for-profit organisation 
  • have demonstrable experience managing local NGO partners 
  • be willing to undergo FCDO’s due diligence assessment process
  • be willing to sign FCDO’s accountable grant and meet and comply with the obligations
  • be prepared to meet FCDO reporting requirements. We require quarterly narrative and financial reporting, accompanied by an updated risk register. The successful organisation will be required to produce an updated delivery map and asset register once every 6 months. Reporting must include a consolidated update on progress for all downstream delivery partners across the entire consortium. The successful organisation will also be required to hold progress meetings with FCDO at least every 3 months

Organisations should also: 

  • have a track record of working on durable solutions and the reintegration of internally displaced persons and/or returnees from Northeast Syria in Iraq 
  • have a track record of working effectively with and supporting the capacity of local NGOs/civil society organisations
