TTTC1500 - Glossary of terms used in this guidance

Aggregated packaging means any packaging containing more than one unit packet of tobacco products.

Economic operator – any natural or legal person who is involved in the trade of tobacco products, including for export, from the manufacturer to the last economic operator before the ‘first retail outlet’.

EOID means a Tobacco Track and Trace Economic Operator identifier reference number.

Facility means any location, building or vending machine where tobacco products are manufactured, stored, or placed on the market.

FID means a Tobacco Track and Trace facility identifier reference number.

First retail outlet means the facility where tobacco products are placed on the market for the first time, including vending machines used for the sale of tobacco products.

HRT – Hand rolling tobacco

Local weights and measures authority in this guidance refers to local authority Trading Standards officers.

Manufacturer means a person who manufactures tobacco products or puts a name, trademark, or other distinguishing mark, on tobacco products by which the person is held out to be the manufacturer or originator.

Deactivation of an EOID or FID means that it can no longer be used to purchase tobacco products and notice of which prevents further application for an EOID or FID for a period of 6 months or 5 years as notified.

Registry means the record established and maintained by each ID issuer of all the identifier codes generated for economic operators, operators of first retail outlets, facilities, and machines along with corresponding information.

Tobacco products in this guidance currently refers to cigarettes and hand rolling tobacco.

Trans-loading means any transfer of tobacco products from one vehicle to another during which tobacco products do not enter and exit a facility.

TT&T – Tobacco Track and Trace

UK ID issuer – the provider of the UK Tobacco Track and Trace registration and tracking system.

Unit/Pack in relation to a tobacco product, means the smallest individual packaging in which that product is, or is intended to be, presented for retail sale, but does not include any transparent wrapper. For the purposes of the sanctions table, a unit or pack means 20 cigarettes (whether or not they are packaged in packs of 20) or 30 grams of hand-rolling tobacco.

Vending van means a vehicle used for the delivery of tobacco products to multiple retail outlets in quantities that have not been predetermined in advance of the delivery.
