EXPP2030 - National Export System (NES) and authorisation procedures: full pre-entry declaration procedures

This manual will be archived on 15 December 2025. If there is content within this manual you use regularly, email hmrcmanualsteam@hmrc.gov.uk to let us know.

The full pre-entry declaration procedure operates at the UK frontier or at a Designated Export Place (DEP). It is required for certain controlled goods, but may be used for any goods. Declarations must be made electronically under the UCC. Although in rare and exceptional cases - for example for merchandise carried in baggage - customs may manually input your declaration, which will be submitted to the National Clearance Hub (NCH) for processing to CHIEF. This is known as a Customs Input Entry (CIE). Clearance of CIE declarations will take longer to process than other export entries.
