List of I-VMS type-approved devices for under-12 metre English vessels
Information to support vessel owners and licence holders of under-12 metre English vessels.

Data transmissions
On 12 August, MMO published an article confirming that Succorfish (supplier of SC2 devices) was no longer forwarding I-VMS data to the UK VMS Hub, and that discussions were underway to resolve this matter.
MMO has continued to engage with Succorfish to seek a resolution but to date, has been unable to agree a way forward that is acceptable to both parties.
We recognise this puts fishermen in a difficult position and reiterate our assurances that MMO will continue to be measured in our approach to the enforcement of I-VMS.
Steps you can take
This interim advice is to support fishermen, depending on their circumstances.
- Fishermen with SC2 devices
Consider the contractual arrangements you have with your supplier, and whether the obligation of transmitting data to the VMS Hub is being met. If you decide not to renew your airtime contract at this time, we request that you keep your device switched on.
- Fishermen without an I-VMS device
There are two type-approved I-VMS devices – the Nemo (CLS UK (Fulcrum Maritime Ltd)) and the SC2 (Succorfish). At this time, only one device is transmitting data to the UK VMS Hub which is a requirement under the I-VMS licence condition. Those who have yet to purchase a device might wish to take this into account when considering which device to purchase and install.
- Fishermen with Nemo devices
Continue to operate as normal, including having devices switched on and transmitting positional data while at sea. The ongoing transmission of data from Nemo devices has proven valuable as we test and refine our systems and processes in preparation for I-VMS becoming a mandatory requirement.
Note: MMO does not have sight of, and is not party to, contractual arrangements between suppliers and fishermen.
Rewire devices
MMO is aware that Devon & Severn IFCA (DSIFCA) has introduced Rewire devices to fishermen in its district, as a temporary measure to address the ceasing of data transmissions by Succorfish SC2 I-VMS devices to the UK VMS Hub.
The use of Rewire devices is specific to fishermen currently affected by the suspended data transmission by Succorfish, within the DSIFCA district, to obtain positional information required under their bylaw and ensure fishers can be compliant.
Please note: these devices are not type-approved and do not meet the requirements of the I-VMS licence conditions (or proposed legislation). Data collected by Rewire devices is not shared with, or used by, MMO and not part of the MMO I-VMS programme.

MMO is committed to the I-VMS programme and does not intend to pause the roll-out indefinitely. We apologise for the delay in our updates on this matter and will update you again within the next month.

Type-approved devices
The following tracking devices have passed the MMO I-VMS type-approval process by meeting the I-VMS device specification of requirements. All products have undergone evaluation under the I-VMS approval process and are expected to last for at least five years provided they are handled appropriately. All of these products have been designed to be suitable for vessels with or without on-board power.
Fishers should consider the suitability of each device for the vessel and their business, including any warranties, support services, costs and payment plans that suppliers may offer.

Purchase and install a device
You will need a type-approved device installed on your vessel when undertaking any trip to sea from 12 May 2025, or risk being unable to fish legally and possible enforcement action.
Follow the steps below to arrange for the purchase and installation of an MMO type-approved I-VMS device. You can also view and download the buying an I-VMS device step-by-step information sheet.
Choose your preferred type-approved device
Review the information above or contact each supplier to decide which device and purchase option is most suitable for your circumstances.
Purchase device from supplier
Once you’ve chosen a device, contact your preferred supplier to purchase and arrange installation.
Install device
Suppliers will provide you with your device, along with details of their approved engineers so you can arrange the installation of your device.
You should not attempt to install your device yourself - any damage or manual interference could void your device warranty.
Read the guidance on operational requirements
Once you have your device, make sure you are familiar with the operational requirements of the licence condition. This includes checking your device, its power supply and data transmissions.
