How Homes England works with places

Homes England is the government’s housing and regeneration agency, partnering with more than 2,000 organisations to create quality homes and thriving places for people across England.

Applies to England

Collaboration is at the heart of what we do and we use our land, funding, legal powers, technical expertise and capacity to transform places and unlock housing and mixed-use schemes at scale.

Our regional operating model means we can provide tailored support to places that enables delivery against locally-driven priorities. Our teams work closely with local authorities and communities, who best understand their area’s housing and regeneration challenges and opportunities.

The way we do this is different in different places and our approach is flexible, reflecting the maturity of the relationship we have with a place, as well as local governance arrangements.

Place Delivery Agreements

Place Delivery Agreements (PDAs) are a partnership model focused on co-delivery. Designed for Established Mayoral Strategic Authorities (EMSAs) and Mayoral Strategic Authorities (MSAs), PDAs give mayors a stronger role shaping housing delivery, regeneration and growth priorities in their areas.

Through a shared delivery framework, PDAs align Homes England and National Housing Bank resources, expertise and investment capability, alongside land and regeneration tools, with mayoral priorities. Each one includes agreed delivery commitments alongside strengthened accountability arrangements.

A dedicated Joint Delivery Unit (JDU), bringing together colleagues from the Mayoral Strategic Authority, Homes England and the National Housing Bank, supports each PDA with the aim of developing investable pipelines and accelerating the delivery of housing, regeneration and growth.

Every Established Mayoral Strategic Authority (EMSA) and Mayoral Strategic Authority (MSA) will eventually have a Place Delivery Agreement with Homes England and the National Housing Bank.

Strategic Place Partnerships

Strategic Place Partnerships (SPPs) are another way that Homes England is advancing locally-led housing growth and regeneration.

An SPP establishes joint priorities and ways of working, and is centred around building a deliverable pipeline and a shared business plan for bringing those proposals forward.

With strong foundations created through an SPP, Mayoral Strategic Authorities are expected to progress to ultimately establish a Place Delivery Agreement with the agency.

Non-mayoral areas

Homes England plays an important and responsive role in areas without mayors, ensuring all parts of the country are supported in achieving their housing and regeneration ambitions.

We work with these places both on a strategic basis – such as supporting cross-government housing growth initiatives – and a Continuous Market Engagement (CME) basis, bringing forward schemes with local support that align to our mission, strategic objectives and fund parameters.

Where appropriate, we will agree a Memorandum of Understanding (MoU) to establish a shared understanding of priorities with local leaders, and of how we want to work together.
