Funding for rematching: Homes for Ukraine

Things to consider about thank you payments and tariff funding when there is a rematch.

Councils should use the tariff and additional funding allocated for financial year 2022/23 to meet all their associated costs, both for providing council services and for administering payments, including homelessness, and rematching costs.

The Department for Levelling Up, Housing and Communities (DLUHC) recognises that a small number of councils may incur additional essential costs beyond what could reasonably be regarded as normal expenditure and not available through other mainstream funding mechanisms. DLUHC will consider claims for such costs on an exceptional basis.

Any council experiencing unmanageable financial pressures as part of the Homes for Ukraine scheme should contact DLUHC in the first instance.

Thank you payments

Once all guests leave the household, the thank you payment should be ended for the original host. If a circumstance arises in which a Ukrainian household splits, and some of the household remains in the original sponsorship relationship, both the existing sponsor and the new host will be eligible to receive the thank you payment.

DLUHC will conduct a funding reconciliation exercise at the end of the 2022-23 financial year to ensure that funding is allocated accurately and fairly between local authorities. Read the guidance about reconciliation.
