Media Environment (£30,000 for each year) – deadline for bid submission is 5 July 2018
Improved capacity and environment for journalists to carry out their role in promoting greater state transparency and accountability.
The UK Government believes that a vibrant and dynamic media environment should be an important part of all societies. It has a key role to play in promoting greater transparency and holding government officials to account. At the same time journalists have a responsibility to adhere to high ethical standards in their work. The British Embassy would like to work with partners in government, civil society or the media to improve the media environment in Vietnam.
The British Embassy in Hanoi has funding for a two-year project (Financial Year 18/19 and 19/20). The Financial Year starts from Apr to Mar of the following year. £30,000 has been allocated for each year. However, funding can only be guaranteed for the first year and any funding of the second year is conditional on the success of activities in the first year or the availability of the funding. Therefore, project should have solid outputs and outcomes for each year.
Bids will be assessed against the following criteria:
ODA eligibility: the main objective of the project must promote welfare, education, good governance and economic development in Vietnam.
Project design including clear outputs, outcomes and transformational change to be delivered
Evidence of government support and engagement
Value for money
Implementers’ management and administrative costs should be no more than 10% of the overall budget
Project activities should be ready to start from August 2018, or as soon thereafter as the grant agreement has been signed. The activities of the first year and second year should end by January 2018 and January 2019 respectively.
At least 90% (£27,000) of project budget of each year must be spent by end of December.
If successful bidder is government, not for profit organisation, NGOs and civil society, we will sign a standard grant contract. The clauses in the grant agreement are by default, not negotiable and exceptions are seldom approved. Sample contracts are for your reference. Please ensure that you read and are happy with their terms before applying for funds.
If you are interested in bidding, you are encouraged to contact the British Embassy to discuss your proposal before submitting bid to ensure it meets the UK’s strategic priorities. For any inquiries, please contact Mrs Hoang Hong Hanh - Programs and Projects Coordinator at firstname.lastname@example.org.
The bid must include:
