Turks and Caicos Islands Post Cabinet Meeting Statement

His Excellency the Governor, Dr John Freeman, chaired the 13th meeting of the Cabinet on Wednesday, 17 May 2017, at the N J S Francis Building on Grand Turk.

TCI Cabinet Meeting

All Ministers were present.

At this meeting Cabinet:

  • advised His Excellency the Governor to approve funding from the National Forfeiture Fund to host the final workshop in TCI facilitated by the World Bank on 28-30 June 2017 to conclude the TCI National Money Laundering and Terrorist Financing Risk Assessment (National Risk Assessment) project

  • advised His Excellency the Governor to execute the Trade Winds Industries Ltd Development Order 2017

  • reviewed the 4th Quarter Financial Report for FY2016/17 (January-March 2017) on the financial performance of the TCI Statutory Bodies and approved publication of the report as required under Section 147 of the Public Financial Management Ordinance 2014. Cabinet expressed continued serious concerns about budgetary and wider management issues of a number of the Statutory Bodies

  • advised His Excellency the Governor to approve amendments to the Tax Information (Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information and the Common Reporting Standard)(Amendment) Order 2017 and the International Tax Compliance (Amendment)(No.2) Regulations 2017 to ensure compliance with the Common Reporting Standard

  • approved a public consultation on a proposal to establish TCI as a shark sanctuary and for a report to be brought back to Cabinet following the consultation

  • requested the Attorney General’s Chambers to include a draft Library Ordinance on the legislative agenda to govern the management of library services in TCI

  • advised His Excellency the Governor to grant a 25 year licence to Windward Development Company Ltd for the construction and operation of piers and docks and the creation and replenishment of a beach seaward of Crown Land Parcel 60903/29 at Leeward Going Through, Providenciales, subject to the company meeting specific environmental and other terms and conditions

  • received an information paper from the Minister of Health up-dating Cabinet on progress on implementation by the National Health Insurance Board (NHIB) of the recommendations in the report by the Chief Internal Auditor on the NHIB

  • advised His Excellency the Governor to grant a concession to the Pine Cay Home Owner’s Association on pre-approved imported materials for use in the eradication of invasive species which are threatening the population of rock iguanas and native birds on Pine Cay, Water Cay and Little Water Cay

  • approved a stakeholder consultation on a proposal to designate the Long Bay High School on Providenciales as a junior high school for students in Forms 1-3 and the Clement Howell High School on Providenciales as a senior high school for students in Forms 4-5 and for a report to be brought back to Cabinet following the consultation

  • advised His Excellency the Governor to approve for public tender Crown Land Parcel 10306/70 on Grand Turk in accordance with the Crown Land Ordinance

  • was advised by the Hon. Premier that the Hon. Deputy Premier would represent TCI at the forthcoming inauguration of the new Government of the Bahamas in Nassau

  • received an up-date by the Hon. Minister of Environment on plans to dispose of seized marine product from the Capitan Blaze fishing vessel which was intercepted by the RTCIPF on 16 March 2017.
