The British High Commission’s prosperity agenda aims to support an open and transparent business environment to create the conditions for global growth. We are therefore delighted to have partnered with EY on this report which takes as its theme state procurement policy in the sub-Saharan African countries of Angola, Botswana, Namibia and South Africa.

This report provides UK and other companies with greater clarity on the policies, plans and processes being followed by national governments. We believe it will demonstrate the many opportunities for investors in the region: the strength of many of the regulatory frameworks, the existing policies to ensure transparency and shareholder participation as well as the experience of companies in and across the sector, of implementation and monitoring good practice.

We hope this report will also serve to highlight where experience from other countries, such as the UK, could help assist in the development of policy and practice in the Southern African Development Community region.
