Thank you Mr President,
The United Kingdom welcomes the DPRK delegation and thanks them for their participation in the UPR Process.
We note with concern that in spite of the DPRK’s pledges, human rights violations and crimes against humanity continue to take place with impunity. The recent UN Commission of Inquiry report details undeniable and compelling testimony of torture and inhumane treatment against those perceived to be disloyal, as well as the total absence of fundamental freedoms such as freedom of expression, freedom of assembly and freedom of religion or belief. We call again for the DPRK to take action on the Commission’s recommendations, particularly by closing prison camps and investigating alleged violations.
We have 2 specific recommendations:

That the DPRK adopt a clear time-bound plan to become party to the UN Convention Against Torture as a key step towards demonstrating genuine commitment to protecting human rights.

That the DPRK grant access to the Special Rapporteur and accept technical cooperation from UN human rights mechanisms. We note with regret that the DPRK’s cooperation with UN mechanisms and independent monitors remains very limited and we call upon the DPRK to demonstrate it is a responsible member of the international community by increasing transparency and international cooperation.
