British Embassy Manila: Call for bids to the bilateral programme fund

The British Embassy is accepting bids to the bilateral programme fund for financial year 2013-2014.

The British Embassy Manila is accepting bids for the 2014-2015 Bilateral Programme Fund until 20 January 2014. The Bilateral Fund is money devolved fully to the Embassy to spend on priority issues linked to our Country Business Plan and one or more of the Foreign Policy Priorities in order to deliver transformational policy change in the Philippines.

The primary objective of next year’s Bilateral Fund is to strengthen governance & institutions. Therefore, project bids should demonstrate at least one of the following indicators:

  1. Policy sharing, policy formulation, policy refinement, policy influence and capacity building related to the systems of governance, key government institutions and the UN that can strengthened and/or developed to initiate reform towards reinforcing better performance, strengthening delivery of services and bolstering public trust, thereby delivering enhanced security and prosperity in the Philippines.

  2. Support to electoral management bodies, parliaments, the judiciary, political parties, the media, the security sector and civil society that is essential to the success of elections and/or plebiscites, and strengthening the electoral process and key institutions.

  3. Engagement and empowering of civil society and the public collaborating with the government on the best and most suitable democratic systems and structures.

  4. Inclusive, multi-stakeholder and collaborative engagement mobilising and empowering key actors or institutions committing to the programme initiatives and sustaining the action agenda.

  5. Deep contextual and evidence-based understanding of the governance challenges, government’s institutional priorities and capacities, and risk strategically addressed by project interventions.
