Framework changes
This release marks the final official statistics based on Ofsted’s previous inspection frameworks, which made an overall effectiveness judgement.
Following our recent consultation on improving the way we inspect education, all future official statistics will reflect the renewed framework.
Reports and data produced under the previous frameworks remain available on the Ofsted statistics website for reference.

Both datasets include inspection reports published by 30 September 2025.
In November 2024, the Secretary of State for Education asked us to delay the next cycle of routine initial teacher education (ITE) inspections until the academic year 2025/26.
Between 1 September 2024 and 31 August 2025, we carried out 6 full inspections of providers delivering the early career framework (ECF).
On 31 August 2025, 100% of ITE phases were judged good or outstanding at their most recent inspection.
ITE providers and inspections
The inspection framework and how Ofsted inspects ITE
When the new ITE inspection cycle begins from the 2025/26 academic year, inspections will be carried out under the renewed ITE inspection framework.
Our previous inspection framework for ITE was in place from September 2020 until the end of 2024/25. It had a greater emphasis on the quality of the ITE curriculum than its predecessor and was aligned with the education inspection framework.
Provider numbers
On 31 August 2025, there were 247 providers delivering ITE across the early years, primary, secondary, and further education (FE) and skills phases. Table 1 shows the breakdown by phase in each year.

As at 31 August 2025, there were 92 providers delivering ITE in the FE and skills phase, an increase of 61 compared with 31 August 2024. As part of its 2023 consultation on reforms to FE initial teacher training, the Department for Education (DfE) has committed to improving ITE for FE and skills. The aim is to help ensure that trainee teachers and their employers have access to high-quality training supported by public funding. Recently, we have been working with the DfE to identify more providers who deliver ITE for FE and skills. As of September 2024, we have brought these providers into scope for inspection.
In-year ITE inspection volumes and outcomes
Between 1 September 2024 and 31 August 2025, we carried out 2 reinspections of ITE providers.
Following a request by the Secretary of State for Education, Ofsted has postponed the start of the next ITE inspection cycle until the 2025/26 academic year.
Therefore, this year we carried out just 2 reinspections of ITE providers previously graded requires improvement for overall effectiveness. Both improved to be graded good.
In addition, during the pause to routine ITE inspections, we carried out 78 thematic monitoring visits to providers, and we published our findings in October.
Most recent ITE inspection outcomes
On 31 August 2025, 100% of ITE phases were judged good or outstanding for overall effectiveness at their most recent inspection, an increase of 3 percentage points compared with 31 August 2024.

Early career framework and national professional qualification providers and inspections
Ofsted began carrying out full inspections of ECF and national professional qualification (NPQ) provision during the 2022/23 academic year. As at 31 August 2025, there were 9 NPQ and/or ECF providers. All 9 providers deliver NPQ provision and 6 also deliver ECF.
Between 1 September 2024 and 31 August 2025, we inspected all 6 providers delivering the ECF. All were graded outstanding for overall effectiveness and in both key judgements.
All 9 providers have previously had a full inspection for their NPQ provision. All were graded good or outstanding for overall effectiveness and both key judgements at their most recent NPQ inspection.

ITE providers can offer training for up to 4 different age ranges. These are called age phases, or phases. They cover:

further education
If an age-phase provider has a small number of both primary and secondary trainees, they will have been inspected at the same time under a combined primary/secondary phase inspection.
