The Trustworthiness pillar (T3: Orderly release) of the Code of Practice for Statistics requires that access to statistics before their public release should be limited to those involved in the production of the statistics and the preparation of the release, and for quality assurance and operational purposes.
Furthermore, the circulation of statistics in their final form ahead of their publication should be restricted to eligible recipients, in line with the rules and principles on pre-release access set out in legislation for the UK and devolved governments.
The Pre-release Access to Official Statistics Order 2008 requires that at the same time as or prior to the publication of an official statistic, a list of the job title and organisation of persons who have been granted pre-release access should be published.
From the 2024 Q1 publication until further notice, these statistics have been reclassified and published as Official Statistics in Development but they are still being produced in line with the rules and principles on pre-release access.
