2023 HMRC statistics announcements

As part of the Code of Practice for Official Statistics, any changes to the HMRC annual scheduled updates will be stated and detailed on this page.

December

20 December 2023: Delay to a part of the publication of statistics on Venture Capital Trusts.

HMRC has taken the decision to delay a part of the publication of statistics on the amount of funds raised by Venture Capital Trusts (VCTs), namely section 3 which details the number of VCTs raising funds and the number of VCTs managing funds.

This is to take advantage of utilizing HMRC administration data in the production of these statistics. It is expected that publication will take place in May 2024.

HMRC will publish the rest of the statistics on investors claiming Income Tax relief and the amount of investment on which Income Tax relief was claimed through Self-Assessment as per the original plan in January 2024.

12 December 2023: Corrections to the Overseas Trade in Goods Statistics

HMRC has identified an error impacting Overseas Trade in Goods Statistics. This affects UK exports from March 2022 to April 2023.

Due to incorrect reporting, certain export customs declarations were excluded from the OTS. The issue was found during regular quality assurance checks of trade data.

The January 2023 to April 2023 data is currently provisional and is open to revisions. HMRC is re-opening 2022 to apply these changes.

The corrections revise the monthly UK export trade figures upwards by between 0.5% and 0.7% for months in 2022. For months in 2023 it is by between 0.8% and 1.1%.

This will be published on Friday 12 January 2024 for the November 2023 publication.

Revisions to other statistics will be made in future releases retrospectively.

31 October 2023: Stamp Duty Land Tax statistics Non Resident Stamp Duty Land Tax (NRSDLT) and confirmed date of release of the 2022 to 2023 Annual UK Stamp Tax statistics.

HMRC has identified an analytical error affecting published statistics for the Non Resident Stamp Duty Land Tax (NRSDLT) surcharge values and transaction numbers in financial year 2021 to 2022 and 2022 to 2023. The numbers and tax amounts were significantly understated. This error did not impact tax liabilities or payments received by HMRC. These estimates were included in the 2021 to 2022 publication of UK Stamp Tax statistics.

HMRC will publish revised NRSDLT statistics in the next publication of the UK Stamp Tax statistics, which is now scheduled for publication on 7 December 2023. The error has been corrected in the Quarterly Stamp Duty Land Tax statistics publication which was published on 31 October 2023.

21 September 2023: Additional CCL declaration data included within the Environmental Taxes Bulletin.

On 30 June 2023, HMRC published the Environmental Taxes Bulletin omitting provisional declarations relating to Climate Change Levy (CCL) due to data supplier issues at the time. At the time of publication HMRC made users aware by putting the following notice out on the landing page for the statistics:

‘The latest release has been updated with provisional receipts data up to May 2023 and provisional declarations for LFT as well as AGL for up to April 2023. Due to data supplier issues relating to CCL, provisional declarations for this category are not currently included. We are working towards rectifying these issues and will confirm the date of the updated version of this edition through the official HMRC Statistics Announcement page .

These issues have now been resolved and a revised version of the Environmental Taxes Bulletin will be published on 29 September containing the CCL declaration data.

5 September 2023: Correction to 2021 customs declaration volumes for international trade - statistical data tables

HMRC has identified a minor error affecting the downloadable statistical data tables for the 2021 customs declaration volumes for international trade published on 19 July 2022. The error only affects table 1c which contains the number of customs declarations for imports from Non-EU countries for the years 2019 and 2020. These figures incorrectly included a small number of customs declarations for internal UK movements, which should not have been included in this publication for international trade declaration volumes. The correction as of 5 September 2023 will therefore result in a slight decrease in the monthly and annual totals for imports in those years. There is no impact on the main content of the release for 2021 data.

20 July 2023: Plastic Packaging Tax (PPT) statistical publication

On 17 August 2023, HMRC is publishing the first Plastic Packaging Tax (PPT) statistical publication. This experimental official statistics publication provides an overview of the tax returns for PPT, including registered population, tonnages of declared plastic packaging and receipts data for the financial year 2022 to 2023. We would welcome feedback on this new release to assess demand for future publications and to improve its contents for meeting users’ needs. 13 July 2023: Correction to Child and Working Tax Credits error and fraud statistics 2021 to 2022

HMRC has identified a minor analytical error affecting the Child and Working Tax Credits error and fraud statistics 2021 to 2022 published on 22 June 2023. The error affects the final central estimate (£ million) and upper bound (%) of tax credits error and fraud in tax year 2020 to 2021 and is the result of incorrect rounding. We are reviewing the quality assurance processes around the estimate and will publish a correction to paragraph 3, table 1.1 and table 6 of the commentary, and the Annex B data tables, on 13 July 2023. The estimates for tax year 2021 to 2022 are not affected.

27 June 2023: Non-structural tax reliefs publication

On 1 August 2023, HMRC is publishing the non-structural tax reliefs publication, originally published on 12 January 2023, with corrected values for the First Time Buyers’ Relief cost and claimants for the financial year 2020 to 2021 and 2021 to 2022.

On 1 August 2023, HMRC is also publishing the Quarterly Stamp Duty Land Tax report with updated quarterly figures for First Time Buyers’ Relief from the 2020 to 2021 financial years onwards. In November 2023 HMRC will also publish its annual Stamp Taxes report which will include updated figures for the 2022 to 2023 financial year as well as providing First Time Buyers’ Relief for the two previous financial years.

Both the quarterly and annual release dates will also be confirmed on the HMRC release calendar as required at least 4 weeks in advance. This is in line with the announcement published on 31 January 2023.

9 June 2023: Delay to release of the 2023 Employee Share Schemes statistics

Through HMRC’s production and quality assurance processes, we have identified a potential data issue which could impact the Employee Shares Schemes Statistics. Therefore, while further quality assurance continues, we are announcing a delay to HMRC’s Employee Share Schemes Statistics, and we will provide a confirmed date as soon as feasible.

The confirmed date will be provided at least 4 weeks before publication.

23 May 2023: Summary of movements of goods into Northern Ireland from Great Britain 2022

HMRC will publish an ad-hoc release on the Summary of movements of goods into Northern Ireland (NI) from Great Britain (GB) 2022 on 22 June 2023. HMRC publicly released such information for the first time in September 2022, and this new release adds information covering calendar year 2022.

The content of the release will follow the same pattern set out last year , and will add some additional detail about the type of goods moved.

5 April 2023: Customs declaration volumes for international trade in goods in 2022

In July 2022, HM Revenue and Customs published for the first time the annual volume of customs declarations received for international trade, for years 2020 and 2021. This was in response to increased interest in this data since the United Kingdom officially left the European Customs Union on 1 January 2021, and since customs declarations have been required for Great Britain’s trade in goods with the European Union (EU).

The publication itself includes breakdowns of annual customs declaration volumes by month, trade flow, declarant representation, location of goods entry/exit and by type of declaration.

HM Revenue and Customs now plans to update this publication using the same compilation methodology, but with customs declarations for international trade from the year 2022, representing the second year since the UK left the EU.

05 April 2023: Change to the release date of the February 2023 Alcohol Bulletin

HMRC has confirmed that the February 2023 Alcohol Bulletin, which was originally due for publication in February, will now be published on 28 April 2023, following a delay to address potential data issues within the statistics.

05 April 2023: Change to the release date of the April 2023 Monthly Property Transactions Publication

Following a consultation, the publication date of the Monthly Property Transactions publication has been moved to the end of the month to allow the inclusion of additional data and reduce the reliance on estimation.

29 March: Confirmed date of release of the 2023 Annual Tax on Enveloped Dwellings statistics

HMRC has confirmed that the 2023 Annual Tax on Enveloped Dwellings publication, which was originally due for publication in March, will now be published on 28 April 2023 following a delay to enhance quality assurance and accessibility.

3 March 2023: Delay to the release of the 2023 Annual Tax on Enveloped Dwellings statistics

HMRC has decided to delay the Annual Tax on Enveloped Dwellings publication to enhance quality assurance and accessibility. Therefore, while further quality assurance continues, we are announcing a delay to HMRC’s Annual Tax on Enveloped Dwellings publication which will now be published later in the spring.

The confirmed date will be provided at least 4 weeks before publication.

27 February 2023: Change to the release date of the February 2023 Alcohol Bulletin

Through HMRC’s quality assurance and sign-off processes for these statistics, HMRC has identified a potential data issue which could impact the statistics within the February 2023 Alcohol Bulletin. Therefore, while further quality assurance continues, we are announcing a short delay to HMRC’s Alcohol Bulletin publication in February, and we will provide a confirmed date as soon as feasible.

23 February 2023: Change to the release date of the local sites and numbers of employees linked to businesses involved in international trade in goods, by subnational areas of the UK 2021 publication

Originally scheduled for release in December 2023, the publication of this document is being brought forward. This will increase alignment with the 2021 Trade in goods by business characteristics released in December 2022.

By reducing the time between the publication of these two closely linked documents we aim to improve user experience.

The December 2023 release will move to 23 March 2023.

31 January 2023: Change to the release date of the March 2023 month of account Overseas Trade in Goods Statistics

Due to the announcement of an additional Bank Holiday in May 2023, ONS has reviewed the processing time for its GDP-related releases, and has concluded that extra time is required to produce and assure the quality of publications. Therefore, in line with ONS and its GDP releases, we are announcing a short delay to HMRC’s Overseas Trade in Goods Statistics in May.

The March 2023 release will move from 11 to 12 May 2023.

31 January 2023: Stamp Duty Land Tax statistics First Time Buyers’ Relief

HMRC has identified an analytical error affecting published statistics for First Time Buyers’ Relief values and claimant numbers in financial year 2020 to 2021 and 2021 to 2022. This error did not impact tax liabilities or payments received by HMRC. These estimates were included in in the 2021 publication of UK Stamp Tax statistics, the Quarterly Stamp Duty Land Tax statistics and the 2023 publication of the Non-structural tax reliefs publication.

The estimated relief amount and claimant numbers were overstated, as they did not account for the lower rates of SDLT in financial year 2020 to 2021 and financial year 2021 to 2022. In the quarterly Stamp Duty Land Tax statistics publication, the effect is concentrated in quarter 3 of 2021. In the annual UK stamp tax statistics published in 2021, tables relating to First Time Buyers’ Relief for 2020 to 2021 are impacted. In the non-structural tax reliefs publication, First Time Buyers’ Relief figures for 2020 to 2021 and 2021 to 2022 are impacted.

We are reviewing the methodology used to produce these estimates and intend to publish new estimates when they are available. We will announce the publication date of the updates on the HMRC statistics announcement page.
