1. Community Accommodation Service Tier 1 (CAS1)
CAS1 provides temporary residential accommodation within Approved Premises (AP), with intensive supervision and structure to support individuals leaving custody who are assessed as posing a higher risk of serious harm.
The core purpose of CAS1 is to protect the public by addressing and managing the complex needs and behaviours of residents within a rehabilitation and recovery-focused environment. In female AP, this support is specifically designed to meet the needs of women in the criminal justice system.
- In total, 77,870 offenders were placed in CAS1 accommodation between 1 April 2021 and 31 March 2026.
- In the year 1 April 2025 to 31 March 2026, 19,120 offenders were placed in CAS1 accommodation. Of these, 18,225 (95.3%) were male residents and 895 (4.7%) were female residents.
2. Community Accommodation Service Tier 2 (CAS2)
CAS2 is a contracted service which provides short-term accommodation for those who have no suitable accommodation and may otherwise be held in custody. The service is available for those on bail, home detention curfew, on licence and at risk of recall due to loss of accommodation, and by discretion to those to be released as homeless at conditional release date.
- In total, 12,915 offenders were placed in CAS2 accommodation between 1 April 2021 and 31 March 2026.
- In the year 1 April 2025 to 31 March 2026, 3,940 offenders were placed in CAS2 accommodation. Of these, 3,490 (88.6%) were male residents and 450 (11.4%) were female residents.
3. Community Accommodation Service Tier 3 (CAS3)
CAS3 commenced on 19 July 2021 and provides up to 12 weeks basic accommodation for those leaving prison at risk of homelessness.
The service was initially launched in five probation regions (Yorkshire and the Humber; North West; Greater Manchester; Kent, Surrey and Sussex; and East of England). Delivery of CAS3 in Wales, through grant funding arrangements with Welsh Local Authorities, commenced in June 2022, and mobilisation of the service in the remaining six probation regions in England commenced in May 2023, with full national coverage from December 2023.
- In total, 35,815 offenders have been placed in CAS3 accommodation between 1 July 2021 and 31 March 2026.
- In the year from 1 April 2025 to 31 March 2026, 12,655 offenders were placed in CAS3 accommodation. Of these, 11,665 (92.2%) were male residents and 945 (7.5%) were female residents, with 45 other cases.
3.1 Accommodation move-on outcomes
Accommodation outcomes record the type of accommodation that individuals move on to following a stay in CAS3. In total, 12,280 offenders completed a CAS3 stay between 1 April 2025 and 31 March 2026.
