The ‘Offender accommodation outcomes’ statistics publication covers the accommodation status of people on probation, including breakdowns on region, sex, age, ethnicity, offence type and sentence length.
Change to publication data tables: Housed on release from custody (MI014)
The data tables for the metric ‘Housed on release from custody’ (MI014), currently include breakdowns of accommodation outcomes, by quarter. Following this release of this year’s publication, we intend to report annual figures only.
This change is intended to keep the data tables proportionate and easier to navigate as the time series grows, while continuing to provide the annual figures which are the main figures of interest and are more widely used.
There are no planned changes to the structure or content of the data tables for ‘Settled accommodation at 3 months post-release from custody or post disposal’ (MI015Sa and MI015Sb).

In December 2025, the Ministry of Housing, Communities and Local Government (MHCLG) published a ‘National Plan to End Homelessness’, which includes a joint commitment with the Ministry of Justice (MOJ) to halve the proportion of prison leavers under probation supervision who are homeless on their first night after release by the end of this Parliament.
Housing policy is devolved to the Welsh Government, while the Ministry of Housing, Communities and Local Government is responsible for housing policy in England. As MHCLG’s national reporting covers England only, an England-only aggregate has been added to these data tables alongside the England and Wales figures.
To monitor progress toward the commitments set out in the ‘National Plan to End Homelessness’, a new ‘No fixed abode (NFA) (%)’ column has been added to the data tables for ‘Housed on release from custody’. NFA (%) presents the combined figures in accommodation categories ‘Homeless, not rough sleeping’ and ‘Rough sleeping’ as a proportion of total cases in scope. Due to rounding, the figure for No fixed abode (NFA) (%) may not match the sum of columns Homeless, not rough sleeping (%) plus Rough sleeping (%).
Due to the introduction of Probation Reset, there has been a break in the time series for Settled accommodation at 3 months post release from custody (MI015a and MI015Ra) and Settled accommodation at 3 months post community disposal (MI015b and MI015Rb). Publication data for 2019/20 to 2023/24 performance years can be accessed on the offender accommodation outcome statistics collection page.
There is discontinuity in comparability due to the break in the time series. Data from May 2024 onwards cannot be compared to data for the period up to April 2024, or any other pre–Probation Reset performance data or management information. Caution should be exercised when comparing accommodation figures across previous years. The 2025 release of ‘Offender accommodation outcomes’ was based on 11 months of performance data from May 2024 to March 2025. Figures in the 2026 publication are derived from data over a complete performance year from April 2025 to March 2026.
