Key findings this quarter

Two requests are being published this quarter: His Majesty’s Prison and Probation Service Creating Future Opportunities (HMPPS CFO) Activity Hubs and Open University (OU) (2nd analysis).

His Majesty’s Prison and Probation Service Creating Future Opportunities (HMPPS CFO) Activity Hubs

HMPPS CFO coordinates large-scale programmes to support offenders into employment. This publication reports on a specific HMPPS CFO programme, Activity Hubs, where support through scheduled ‘activities’ was delivered in dedicated spaces in the community. Previous CFO programmes, evaluated by the JDL, were delivered on-site in prisons or probation offices in England.

Men and women were analysed separately in this evaluation due to the known differences in reoffending behaviour. A sub-analysis also looked at those who visited an Activity Hub on at least 3 separate days for a scheduled activity. Sample sizes were not sufficient, and matching quality was too poor to undertake a sub-analysis of multiple visits for female participants.

The headline findings for males did not show a statistically significant effect on a person’s reoffending behaviour.

Open University (OU) (2nd analysis)

The Open University Programme of Higher Education enables people who are in prison for six months or more to work towards a degree by distance learning. Offenders begin the course of study in prison but can continue it after release. Men and women were analysed separately in this evaluation due to the known differences in reoffending behaviour.

The headline findings show that men who participated in the Open University programme were less likely to reoffend and reoffended less frequently than those who did not take part. These results are statistically significant.

Justice Data Lab service: available reoffending data

The Justice Data Lab team have brought in reoffending data up to December 2023 into the service. It is now possible for an organisation to submit information on the individuals it was working with between 2002 and December 2023.
