Bulletin: BDUK delivery performance, quarterly: April 2025 to Sept 2025
Published 13 November 2025
1. About this release
This quarterly statistics report presents how many premises in the United Kingdom have received a gigabit-capable broadband connection as a result of BDUK subsidy. The figures cover premises that received gigabit-capable coverage through Building Digital UK (BDUK) subsidy over the last two quarters, between 1 April 2025 and 30 September 2025. We also present revised figures from earlier time periods.
BDUK has improved its workflow processes, enabling us to report on quarterly delivery with a shorter lag. We have been able to publish two quarters’ worth of data in this release. The next update is scheduled for approximately three months’ time and will present data for 1 October 2025 to 31 December 2025, as well as cumulative totals.
For questions or suggestions to improve the relevance of this report, its overall readability, or the format and content of the tables to ensure they meet user needs, please contact us at statistics@bduk.gov.uk.
2. Headline findings
We estimate that BDUK interventions delivered 44,000 premises with gigabit-capable coverage between 1 April 2025 and 30 June 2025 (Q1 2025/26) and 36,200 between 1 July 2025 and 30 September 2025 (Q2 2025/26, latest quarter). A cumulative estimate of 1,307,200 premises have received gigabit-capable coverage by BDUK’s gigabit programmes since their inception.
Of the premises delivered by BDUK between 1 April 2025 and 30 September 2025:
- 71% (57,210) were delivered under Gigabit contracts, or Government Infrastructure Subsidy (GIS)
- 18% (14,460) were delivered by vouchers
- 11% (8,590) were delivered by Superfast & Hubs
- 89% (71,500) of the premises delivered between 1 April 2025 and 30 September 2025 were classified as residential premises and 9% (7,100) were classified as commercial premises.
- The highest delivery was in England (77%, 61,700 premises), followed by Scotland (14%, 11,300 premises), Wales (7%, 5,700 premises), and Northern Ireland (2%, 1,400 premises)
- Yorkshire and the Humber had the highest delivery among English regions (19% of England, 11,400), followed by the South East (18%, 11,300) and the North West (17%, 10,300).

4.2 Changes from previous releases
This is BDUK’s second official quarterly statistics publication, covering delivery performance from April to September 2025, and revising earlier time series. These figures build on those published in the BDUK delivery performance, annual: April 2024 to March 2025.
BDUK updates its historical time series with each release to reflect improved supplier reporting. Revisions may alter the original delivery date or correct the number of premises passed. Key revision:
- Hubs delivery: 140 hubs were removed from the total because they were subsidised by other public bodies. This has resulted in a reduction of the number of hubs delivered in 2024/25 to 240, from 380 previously reported in BDUK delivery performance, annual: April 2024 to March 2025.
Methodological improvements:
BDUK updates its historical time series with each release. This is because BDUK works closely with suppliers to improve the quality of their reporting; when improvements are made, we may receive revised information that alters the original delivery date of a premises or corrects the number of premises passed. This has resulted in minor changes to historical data, with movement between interventions and delivery periods.
4.3 Known issues
BDUK is currently working on a methodology to improve the identification of Unique Property Reference Numbers (UPRNs) for addresses which currently do not have an associated one; this will improve the accuracy of our counting methodology. BDUK is also investigating its vouchers’ data quality.
