Technical specification: Transaction unique identifier and UPRN Look Up Table dataset
The Transaction unique identifier and UPRN Look Up Table dataset contains HM Land Registry Transaction unique identifier from the Price Paid dataset and Unique Property Reference Numbers (UPRN) for freehold and leasehold property registered in England and Wales.
Price Paid Data tracks property sales in England and Wales submitted to HM Land Registry for registration. Price Paid Data is based on the raw data released each month.
The amount of time between the sale of a property in England and Wales and the registration of this information with HM Land Registry varies. It typically ranges from between 2 weeks and 2 months. Data for the two most recent months is therefore incomplete and does not give an indication of final monthly volumes. Occasionally the interval between sale and registration is longer than two months. The small number of sales affected cannot be updated for publication until the sales are lodged for registration.
The Transaction unique identifier is a unique identifier for each published sale (transaction) for a Title. Title Numbers are not published in the Price Paid Dataset.
A Unique Property Reference Number (UPRN) is a unique numeric identifier for every spatial address in Great Britain. HM Land Registry takes its addressing data from OS AddressBase Premium dataset. This dataset is published every six weeks. HM Land Registry makes use of Royal Mail’s Postcode Address File (PAF) from that dataset. It is the PAF data that HM Land Registry uses to make relationships between address/Title Number and UPRN.
Price Paid Data (PPD) and Unique Property Reference Number (UPRN) Look Up Table dataset is a list comprised of:

The dataset will not provide back-dated data, only new price paid records will be included. The UPRN will be provided where that price paid record has an address in Royal Mail’s Postcode Address File (PAF).
The Transaction unique identifier and UPRN will not be published as part of HM Land Registry’s Price Paid Linked Data.
Limitations of data
The Transaction unique identifier and UPRN Look Up Table dataset is dependent on the relationship held between a price paid transaction, the registered title and the UPRN provided through the National Polygon Service Title Number and UPRN Look Up Table dataset. A UPRN will only be included where HM Land Registry can make a reliable relationship between the registered title address and an addressable location in the source addressing data.
Some price paid transactions will therefore not have a UPRN. This can happen where the registered address cannot be matched to Royal Mail’s Postcode Address File (PAF), where the property is newly created and has not yet appeared in the latest addressing data, or where the registered information does not contain enough address detail to support a confident match.
In some cases, one published sale may be linked to more than one UPRN. This is because a sale can cover more than one addressable location, such as several flats, separate dwellings, or different parts of a property. Where this happens, more than one UPRN may be included so users can see the addressable locations connected to that sale.
For example, if one sale includes a building made up of two flats, each flat may have its own UPRN. The published sale may therefore appear once with the same transaction unique identifier, but with two UPRNs to show both addressable locations linked to that sale.
Land sales may not have a UPRN because a UPRN identifies an addressable location. Land-only titles, such as plots, development land, garages, gardens, parking spaces or other parcels of land, may not have a postal address or an addressable location in PAF. Where there is no corresponding addressable location, a UPRN cannot be supplied.
Examples of cases where a UPRN may be missing include:
- a sale of a plot of land, field, garden land, development land or amenity land that does not have a postal address
- a garage, parking space or storage unit sold separately from the main property where it does not have its own addressable location
- a newly built property or newly converted unit where the address has not yet appeared in the latest PAF data available to HM Land Registry
- a property where the registered title address is incomplete, uses a non-standard description, or differs from the address held in PAF
- a transaction involving part of a larger registered title, such as part of a building or part of a wider development site, where no separate addressable location can be identified
Users should not assume that the absence of a UPRN means the price paid transaction is invalid or incomplete. It means that a UPRN relationship could not be identified from the available title and address data at the point the dataset was produced.
Relationship to other HM Land Registry data products
The UPRN will be consistent across HM Land Registry datasets and allow relational links with other datasets with this attribute.
The UPRN is published in HM Land Registry’s National Polygon Service and the Registered Leases dataset.
HM Land Registry has an ambition to improve its other published datasets with the addition of the UPRN.

Where a PAF record does not exist, HM Land Registry will create its own address, that address will not have a UPRN.
