Wingmoor Farm waste sites, Bishop's Cleeve, Cheltenham, Gloucestershire

Wingmoor Farm waste sites are located in Bishop’s Cleeve, 3 miles north of Cheltenham, at the foot of Cleeve Hill. In December 2009 there were 15,136 residents within 3 kilometres of the sites’ centre. There are 8 waste sites in total, some have been in operation since the 1960’s.

Latest update

In 2014 planning permission was granted by Gloucestershire County Council to Andigestion Ltd to operate an anaerobic digestion (AD) plant at the rear of the Wingmoor Farm waste sites. The Environment Agency issued an environmental permit for the plant in July 2014.

Andigestion have completed construction of the AD facility at Bishop’s Cleeve and are currently testing the plant.

In July 2010 the Environment Agency agreed an action plan with the Health Protection Agency, which is now part of Public Health England, to address residents’ health concerns about dust from the Wingmoor landfill sites. In addition to the operator’s continual monitoring, further dust monitoring exercises were completed by the Environment Agency in 2011 and 2013/2014, and the results were interpreted by health experts. They concluded that dust released from the sites was unlikely to be associated with a significant risk to health.

Roles and responsibilities

Environment Agency

Regulate the environmental permits held by the Wingmoor Farm waste sites to ensure they operate to the standards within these permits. The permits include conditions concerning what operations the sites can carry out including waste types and handling, emissions and monitoring. Regulation includes site visits, both announced and unannounced and responding to complaints.

Gloucestershire County Council

The local council is responsible for determining planning applications for the waste activities. The council decides whether to allow the development of new sites or changes to existing sites through the planning process. It checks the need for the site against waste plans, and sets conditions on size, location and restoration. The Environment Agency is consulted by the council on planning applications. In 2012 Gloucestershire County Council granted planning permission to allow waste to continue to be received at the sites operated by Grundon Waste Management until 2030. Wingmoor Liaison Forum

The forum meets 3 times a year. The forum is chaired by the chair of Bishop’s Cleeve Parish Council. It is attended on a voluntary basis with representatives from the County Council, Borough Council, neighbouring Parish Councils, waste site operators, members of Gloucestershire Friends of the Earth, Safety in Waste and Rubbish Disposal (SWARD), Wingmoor Watch, Public Health England and the Environment Agency.

The forum discusses key concerns raised by the community which have included odour, dust, noise, traffic and potential health impacts. The site operators provide a report on their current site operations. The Environment Agency provides summaries on their regulation, reviews of monitoring data, audits of site procedures and any complaints received.
