  1. Added 'Secretary of State Determination under Regulation 5 of The Universal Credit (Surpluses and Self-Employed Losses) (Digital Service) Amendment Regulations 2015' [2023 Determination]. The determination extends the temporary ‘de minimis’ period until 31 March 2024. This means that monthly earnings of more than £2,500 over the amount where your Universal Credit payment stops, will be treated as ‘surplus earnings’.

  2. Added 'Secretary of State Determination under Regulation 5 of The Universal Credit (Surpluses and Self-Employed Losses) (Digital Service) Amendment Regulations 2015'. The determination extends the temporary ‘de minimis’ period until 31 March 2023. This means that monthly earnings of more than £2,500 over the amount where your Universal Credit payment stops, will be treated as ‘surplus earnings’.

  3. Added an updated version of "Secretary of State Determination under Regulation 5 of the Universal Credit (Surpluses and Self Employed Losses) (Digital Service) Amendment Regulations 2015".

  4. Added the Secretary of State's determination that, having regard to the efficient administration of Universal Credit, the conversion day for traditional SDP payments is: (a) 8 October 2020 in relation to any award of Universal Credit where the amount of a transitional SDP payment has been determined on or before that day; and (b) in any other case, the day on which the amount of that payment is determined.

  5. Added the Secretary of State's Determination to keep the surplus earnings threshold for Universal Credit at £2,500 until 31 March 2021.

  6. Added: The Secretary of State for Work and Pensions considers it necessary, to safeguard the efficient administration of Universal Credit, to extend the temporary de minimis period in accordance with regulation 5(2) of the Universal Credit (surpluses and self-employed losses)(Digital Service) amendment regulations 2015(a). The 'temporary de minimus period' is the period during which 'the relevant threshold' for the purposes of calculating surplus earnings under regulation 54a of the Universal Credit Regulations 2013(b) is £2,500 rather than £300. Therefore, in exercise of the power conferred by paragraph (2) of regulation 5 of the Universal Credit (surpluses and self-employed losses)(Digital Service) amendment regulations 2015, the Secretary of State determines that the temporary de minimis period is extended and will end on 31 March 2020.

  7. Added the following information under heading 'Universal Credit, Jobseeker’s Allowance and Employment and Support Allowance': The Universal Credit (Transitional Provision) Regulations 2014 - bring together a number of changes to various pieces of legislation where improvements or simplifications have been identified, including measures announced in the Autumn 2017 Budget and other changes as a result of changes being made elsewhere in government. The Secretary of State for Work and Pensions considers it necessary, in order to protect the efficient administration of Universal Credit, to extend the interim period for the purpose of Regulations 39 and 40 of the Universal Credit (Transitional Provisions) Regulations 2014(a). The 'interim period' is the period during which no claim may be made for Universal Credit by a person who is responsible for more than 2 children or qualifying young persons unless the claim meets the criteria in Regulation 39(1)(a) or (b) of the Universal Credit (Transitional Provisions) Regulations 2014. In exercise of the power conferred by paragraph (2) of Regulation 39 of the Universal Credit (Transitional provisions) Regulations 2014, the Secretary of State determines that: 1. The interim period is extended and will end on 31 January 2019.

  12. Added link to Commencement Order No. 138 (C. 13). This provides for the expansion of the full Universal Credit service to further postcodes between 7 February 2018 and 25 April 2018 and for Universal Credit claimants who are living in temporary accommodation to claim Housing Benefit instead of the Universal Credit housing element from 11 April 2018.

  13. Added under heading - Universal Credit, Jobseeker’s Allowance and Employment and Support Allowance: The roll-out of Universal Credit full service in postcode areas administered by North Kensington Jobcentre will now take place from 12 December 2018. These postcodes are: W8, W10 5, W10 6, W10 9 and W11 as listed in Part 29 of the Schedule to Commencement Order No. 29. The date was changed by the Minister for Employment on 11 December 2017 on behalf of the Secretary of State, in a decision made under Regulation 4 of the Universal Credit (Transitional Provisions) Regulations 2014. This supersedes a previous decision made by the Minister for Employment on 26 September 2017. The Determination also covers the closure of Universal Credit Live Service for new claimants from 1st January 2018.

  14. Added a link to the Commencement Order that provides for the expansion of the full Universal Credit service (‘Digital Service’ in legislation) to further postcodes between 4 October 2017 and 24 January 2018.

  15. The date for roll-out of Universal Credit full service in postcode areas administered by North Kensington Jobcentre has changed from 4 October 2017 to 26 September 2018. These postcodes are: W8, W10 5, W10 6, W10 9 and W11.

  16. Added the following. The roll-out of Universal Credit full service in postcode areas administered by North Kensington Jobcentre will now take place from 4 October 2017, instead of from 19 July 2017. These are: W8, W10 5, W10 6, W10 9 and W11 as listed in Part 29 of the Schedule to Commencement Order No. 29. This decision is made under Regulation 4 of the Universal Credit (Transitional Provisions) Regulations 2014.

  17. Added link under – Universal Credit, Jobseeker’s Allowance and Employment and Support Allowance to Welfare Reform Act 2012 – amending Commencement Order – provides for the expansion of the full Universal Credit service (‘Digital Service’ in legislation) to postcodes administered by a total of 30 jobcentres on a weekly basis between 5-19 July.

  18. Corrected the number of jobcentres from 30 to 13 in the entry under 'Universal Credit, Jobseeker’s Allowance and Employment and Support Allowance'. Entry now reads "Welfare Reform Act 2012 – amending Commencement Order – provides for the expansion of the full Universal Credit service (‘Digital Service’ in legislation) to postcodes administered by a total of 13 jobcentres on a weekly basis between 3 May and 28 June 2017."

  19.
