This study was commissioned by the Office for Product Safety and Standards (OPSS) from the Centre for Strategy and Evaluation Services (CSES). The aim was to provide OPSS with an updated landscape of artificial intelligence (AI) relevant to its remit in the regulation of product safety.

This study is an update of the previous Study on the impact of AI on product safety, undertaken for OPSS by CSES in 2021. In particular, it explores the key definitions of AI and new concepts; the market for AI consumer products; the product safety opportunities, benefits, challenges and risks; and regulatory and policy developments. It provides further insights through case studies and includes strategic considerations. Its scope was manufactured consumer products subject to the General Product Safety Regulations 2005 and other legislation for specific goods. It was based on desk research.
