Published 16 May 2025

Applies to England

Details of the application

United Utilities Water Limited has applied to the Environment Agency for two licences.

The Environment Agency is giving notice of these applications in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The first application is for a licence to obstruct or impede the flow of surface water at National Grid Reference (NGR) SD 82 27. The new impoundment licence will control the relevant sections of Haslingden and Rawtenstall Waterworks Act 1853 that relate to the construction and maintenance of the impoundment reservoir, the compensation flow and measurement gauge, downstream landowners and mill owners. The impoundment licence will change the compensation requirement from the current 3.1 megalitres per day to include seasonal variations of between 1.47 megalitres per day and 3.78 megalitres per day.

The impoundment structure is already in place.

The second application is to vary licence serial number 2569001163, which authorises the abstraction of water from surface water at NGR SD 82 28 and surface water at NGR SD 82 27.

The variation applied for is to remove the condition which refers to the Bolton Water Acts and Orders 1854 to 1964, and any other relevant statutory provisions as this will no longer be appropriate once the impoundment licence is issued. No other changes have been requested.
