United Utilities Water Limited has applied to the Environment Agency for a licence.

The Environment Agency is giving notice of this application in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The application is to vary existing abstraction licence serial number 2673705021 following the review of conditions and operation of the abstraction licence in relation to recreational users, commercial interests, and the environment. This review took place between 2017 and 2019.

The above licence authorises the abstraction of water from two points in Lake Windermere at National Grid Reference SD 39 99 for the purpose of public water supply. The licence refers to the Manchester (Ullswater & Windermere) Water Order 1966 which also details requirements relating to the abstraction of water from Lake Windermere.

The variation applied for is to modernise the above licence and bring components from the associated Manchester (Ullswater & Windermere) Water Order 1966 onto the licence so that everything controlling their abstraction is in one legal document.

As part of this application, they are also applying for the following changes:

  • to vary the definition of ‘day’ from the 24-hour period starting at 9am to the 24-hour period starting at midnight.

  • to remove the requirement to subtract additional flow releases made by the Environment Agency to the River Leven from United Utilities abstraction cessation conditions.

  • to include additional text to the ‘Important Notes’ section of the licence document emphasising the needs of the applicant to abstract water from Lake Windermere for public water supply in accordance with the terms of the licence, whilst having due regard to the level of Windermere for navigation, recreational users, commercial interests, and protection of the environment, including fisheries on the lake and on the River Leven.
