UK pre-arranged finance (PAF) for disasters: ad-hoc statistics release

Purpose

This ad-hoc statistics release provides an overview of UK Official Development Assistance (ODA) that was committed for pre-arranged finance (PAF) for disasters in 2024-2025.

Key statistics

These figures represent FCDO financing approved in advance of a crisis and guaranteed to be released when specific pre-identified trigger conditions are met.

Methodology

This is based on data from FCDO’s Statistics on International Development, which are derived from ODA programme expenditure recorded in internal systems. Secondary analysis of the data establishes the extent of programme expenditure directly focused on PAF, with an attributed share estimated for programmes which support multiple activities including PAF. The Centre for Disaster Protection’s global PAF methodology and definitions are drawn on to assure the data.

PAF contributions are based on the financial allocation in a specific year, rather than when funds are released. PAF is released when pre-agreed triggers are met, which means it may not be released in the year it is allocated.
