Tubes and pipes made by Jindal Saw Ltd from India (anti-dumping duty 2397)

Following the partial re-opening of the anti-dumping and anti-subsidy investigations, the Commission announced in Regulations 2020/526 and 2020/527, OJ ref. L118, the re-imposition of anti-dumping and countervailing duties, from 19 March 2016, on tubes and pipes of ductile cast iron (also known as spheroidal graphite cast iron), originating in India and produced by Jindal Saw Ltd.

These regulations take effect on 17 April 2020.

Products affected

The products are currently classified within commodity codes:

  • 7303 0010 10
  • 7303 0090 10

Products not affected

Tubes and pipes of ductile cast iron without internal and external coating (‘bare pipes’) are excluded.

Anti-dumping duty and countervailing rates

Any anti-dumping and countervailing duties paid following Regulation (EU) 2016/388 on Jindal Saw Limited imports, which were in excess of 3% and 6% respectively, can be requested to be repaid or remitted from customs, within the three years rule.

Any reimbursement that took place following the General Court’s ruling in Cases T-300/16 and T-301/16 will be recovered by the authorities which made the reimbursement, up to the amount set out above.

The anti-dumping duty of 3% and countervailing duty of 6% will also be collected on Jindal Saw Limited imports during the registration period from 24 July 2019 to date.

Customs authorities will discontinue registration.
