The TUBA software performs transport scheme economic appraisals in accordance with the Department for Transport’s A.1 range of transport appraisal guidance.

The software implements a ‘willingness to pay’ approach to economic appraisal for multi-modal schemes with fixed or variable demand.

The current version of TUBA is 1.9.9 as of August 2017 and was developed by Atkins Limited on behalf of the Department for Transport.

Downloading TUBA

TUBA licence holders can download the software and updates using their user ID and password.

Purchasing TUBA

All prices exclude VAT, which will be applied at the prevailing rate where appropriate, no discounted or negotiated options are available.

VAT at prevailing rates will be added to the above prices where appropriate.

The licence entitles the user (subject to agreement) to use of the software for an unlimited period of time and, within 12 months of purchasing the licence access to:

  • user support
  • download newer versions of the software

Licence restrictions

A licence entitles a user to install multiple copies of the TUBA software but only at a single site, additional copies may be purchased at the same price for additional sites.

Licences purchased for educational use can be used by students for the purpose of gaining educational qualifications only. Educational organisations, like Local Authorities, must purchase a commercial licence to perform payment research.

A commercial EU licence can only be used for appraising transport schemes within the EU. Appraisal of transport schemes outside the EU can only be undertaken with a commercial world licence.


There are 3 payment options (non-UK orders must use option 3):

  • send us an official purchase order, on receipt we will dispatch the software and issue you an invoice which must be paid within 30 days
  • send us a cheque for the full amount, including any VAT (if applicable), made payable to Atkins Limited, on receipt of your cheque we will dispatch your software and invoice
  • ask us to issue an invoice, the software is dispatched when full payment has been received
