Minutes for the fifth Trade Specialised Committee on Public Procurement under the EU-UK Trade and Cooperation Agreement (HTML)

The fifth meeting of the Trade Specialised Committee on Public Procurement under the Trade and Cooperation Agreement (TCA) between the European Union (EU) and the United Kingdom (UK) took place on 8 October 2025 in London (with some participants connecting via videoconference).

Agenda item 1 – Opening remarks and adoption of the agenda

The UK and the EU (the Parties) both delivered their opening remarks and the agenda was adopted. 

Agenda item 2 – Update on developments in the UK and the EU

The UK presented the Procurement Act, focusing on the National Procurement Policy Statement. The discussion focused on which services sit under the Provider Selection Regime (PSR) versus the Procurement Act, the training provided for procuring entities, and on the UK Find a Tender Service (FTS). 

The EU provided an update on the International Procurement Instrument (IPI) and presented the report on the application of the IPI, which was published in July 2025. The discussion touched upon the origin of the bidder and the EU’s Procurement for Buyers tool. The parties also noted the importance of accurate data to inform public procurement. 

While noting that the work is still at an early stage, the EU presented the procurement elements of the EU Competitiveness Compass, focusing on the revision of the Public Procurement Directives and outlining the next steps of the formal process. 

The UK presented on the Procurement Elements of the UK Industrial Strategy: Consultation on Growing British Industry, Jobs and Skills. The EU referenced the current geopolitical context; reflecting on the similarities between the UK and EU’s respective priorities and the shared challenges both Parties face. It was agreed that both Parties will monitor how their respective workstreams develop with interest.
