Trade remedies notice 2026/08: registration of imports of creamy/white limestone originating from Portugal

This public notice is published on 5 February 2026 by the Secretary of State for Business and Trade under paragraph 29 of Schedule 4 of the Taxation (Cross-border Trade) Act 2018 (“the act”).

The public notice instructs HM Revenue & Customs (HMRC) to register the importation of creamy/white limestone originating from Portugal (find a description of the “goods” under the heading “goods description”).

Registration of the goods

This public notice gives effect to the Secretary of State’s decision under paragraph 29 of Schedule 4 to the act to require HMRC to register the goods, which are the subject of an ongoing investigation and to which an anti-subsidy amount may be applied.

From 6 February 2026 HMRC will begin registering the goods.

Under regulation 91 and 92 of the Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019, when a definitive remedy is implemented with respect to registered goods, duties may be payable from a date up to 90 days preceding the implementation of any provisional remedy. The level of duties charged will be determined by the definitive remedy that is implemented.

Goods description

The goods concerned are those subject to proceedings initiated on 14 January 2026 as specified in Notice of Initiation AS0079 and are defined as being creamy/white limestone originating in Portugal in the form of slab and finished stone.

Slab refers to natural stone that has been simply cut or sawn.

Finished stone refers to natural stone that has been processed and worked in a factory, making it ready for installation.

For these purposes, ‘processed and worked’ includes but is not limited to cutting, shaping, and surface finishing to meet the specifications required for its intended use.

UK Global Tariff commodity codes subject to registration

You must enter the additional code 8C10 on your import declaration when importing the goods concerned, as they are subject to registration. These goods are imported under the following commodity codes:

  • 68010000
  • 68029100
  • 68022100
  • 68029200
  • 68022900

Excluded goods

Limestone originating from Portugal that is neither creamy, nor white, nor creamy white.

When importing limestone from Portugal that is neither creamy, nor white, nor creamy white, classified to the previously mentioned commodity codes, you must enter additional code 8C15 to identify the product as excluded from the registration of goods implemented by this notice.

Imposition date

This public notice takes effect, and the registration of the goods applies, from 6 February 2026.

Expiration date

The goods will continue to be registered until the Secretary of State for Business and Trade publishes a public notice instructing HMRC to stop registering the goods.
