Details

The report presents final findings from the process, impact and value-for-money evaluations of the Towns Fund, which includes both Town Deals and the Future High Streets Fund.

It examines how the programme was designed, delivered and managed, and assesses its early impacts on outcomes including pride in place, footfall, business growth, wellbeing, employment and skills. The impact and value-for-money findings primarily reflect projects completed in time for inclusion in the evaluation.

The findings draw on 4 complementary strands of analysis:

  • a programme-level impact evaluation using quasi-experimental methods
  • an intervention-level impact evaluation of 20 project case studies using a mixed-methods approach
  • a value-for-money assessment
  • a process evaluation based on 18 case studies, interviews, focus groups and programme monitoring evidence

The evaluation provides lessons for future local growth and regeneration programmes.
