This circular sets out the requirements of the Town and Country Planning (Consultation) (England) Direction 2009, which is made under the Town and Country Planning (General Development Procedure) Order 1995 (Statutory Instrument 1995 No 419).

This direction, which came into force on 20 April 2009, is annexed to the circular. It requires local planning authorities in England to consult the Secretary of State before granting planning permission for certain types of development.
