The Poole Harbour Revision Order 2026
On 5 September 2022, Poole Harbour Commissioners (“the applicant”) made a formal application to the Marine Management Organisation (“the MMO”) under Section 14 of the Harbours Act 1964 for a Harbour Revision Order (“the HRO”).

The Poole Harbour Revision Order 2026 (“the Order”) modernises and consolidates the statutory harbour powers applying in relation to Poole Harbour.
The Order modernises the governance and operation of the Harbour by updating the constitution of the Commissioners, establishing stakeholder advisory body arrangements, and conferring enhanced management and control powers on the applicant. It also clarifies the extent of the Harbour premises and provides powers relating to navigational safety, general directions, commercial activities, conservation, bunkering, aids to navigation, dredging, the repair of landing places, and the control and licensing of works and dredging. In addition, the Order establishes offences and penalties for non-compliance with directions.

The statutory 42-day public consultation on the HRO ran from 9 August 2023 to 19 September 2023.
MMO approved the making of the Order on 30 June 2026, details of the decision-making process can be viewed in decision report attached to this page. The Order will be laid before Parliament on 2 July 2026 and will come into force on 23 July 2026.
