This instrument revokes the:
- Heavy Goods Vehicles (Charging for the Use of Certain Infrastructure on the Trans-European Road Network) Regulations 2009 (S.I. 2009/1914)
- Heavy Goods Vehicles (Charging for the Use of Certain Infrastructure on the Trans-European Road Network) (Amendment) Regulations 2014 (S.I. 2014/2437).
The 2009 regulations implemented the EU directive 1999/62/EC. The 2014 regulations amended the 2009 regulations to reflect amendments made to the directive by directives 2006/38/EC and 2006/103/EC.
The regulations set rules for tolls and road user charges for heavy goods vehicles (HGVs). They did not mandate HGV road charging but set rules for tolls and charges where they exist.
These regulations have minimal impact on existing tolls and charges, so revoking them will also have minimal impact. The EU directives have since been superseded, meaning the regulations are no longer aligned with EU law. Revoking both regulations removes unnecessary UK law.
