The Environment Agency has applied to the Secretary of State for Environment, Food and Rural Affairs for a licence.

The Environment Agency is giving notice of this application in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The application is for a project to upgrade the Stokesley Flood Alleviation Scheme (FAS) at Stokesley, near Middlesbrough, North Yorkshire. The FAS comprises an upstream river flow control structure (proposed Impoundment Licence at National Grid Reference (NGR) NZ 53692 09045); a downstream flood control structure (proposed Impoundment Licence at NGR NZ 52064 07800) and a flood diversion channel (proposed Transfer Licence at NGR NZ 53692 09045). The scheme protects the town of Stokesley from flooding by diverting water flows from the River Leven into Eller Beck, via a Flood Diversion Channel, causing floodwaters to skirt around the town to re-join the River Leven to the south-west. During flood events, the upstream and downstream flow control structures are used to create a ‘locked down’ section of the river, which is then released after risk of flooding has passed. In non-flood conditions the River Leven will continue to pass through Stokesley, as received, and the new flow control structures have been designed to allow fish passage under these flow conditions.

The replacement and upgrade of two flow control structures, located on the River Leven, at National Grid References (NGRs) NZ 53692 09045 and NZ 52064 07800.

The re-profiling of the flood diversion channel between NGRs NZ 53675 09042 and NZ 54087 08090.

The replacement of fill material on a damp embankment to the west of Ellerbeck Way between NGRs NZ 53697 08007 and NZ 53505 08048.

The replacement of a water level monitoring kiosk adjacent to the River Leven at approximately NGR NZ 52323 08445.

The repair of an existing flood wall adjacent to Eller Beck at approximately NGR NZ 53081 07840.
