Details of the application
The Environment Agency is applying to the Secretary of State for Environment, Food and Rural Affairs. The application is for a licence to obstruct or impede the flow of Fishlake Stream, an offtake from the River Test in Romsey, Hampshire at National Grid Reference SU 35362 23003.
The Environment Agency is giving notice of this application in accordance with Section 37 of the Water Resources Act 1991 and Paragraph 2 of Schedule 2 of the Water Resources (Abstraction and Impounding) Regulations 2006.
Water will be obstructed or impeded by means of a flow control structure to prevent downstream flooding during severe flood events. The impounding works would consist of a tilting weir that would sit in a recess in a reinforced concrete frame and allow flow to pass unimpeded except when it is in the raised position. In the tilting weir raised position, an adjacent penstock will allow flow to be maintained to the Fishlake Stream. The structure is part of the Romsey Flood Alleviation Scheme.

By 31 July 2020.
After the 31 July 2020, the Environment Agency will be able to grant a licence authorising the proposal. The licence shall be viewed as granted, unless the Secretary of State, either as a result of any representations made about the proposal or otherwise, instructs or asks for an application to be made to them.
