Details of the application

The Environment Agency has applied to the Secretary of State for Environment, Food and Rural Affairs for a licence.

The Environment Agency is giving notice of this application, in accordance with Section 37 of the Water Resources Act 1991 and Paragraph 2 of Schedule 2 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The application is for a new full abstraction licence to replace an expiring licence number SO/042/0031/026 which authorises the abstraction of water from underground strata (chalk) at Preston Candover at National Grid References:

For the purpose of augmenting flow in the Candover Stream for ‘environmental support’.

Further details of the proposal are to decrease the authorised abstraction from:

  • 3,750,000 cubic metres per year to 750,000 cubic metres per year
  • 27,000 cubic metres per day to 5,000 cubic metres per day

To limit the frequency that periods of augmentation occur to, at most, one period in every six years, to add a further ecological monitoring point upstream of The Grange Lake, and to time limit the licence to 31 December 2022 to enable any necessary changes to be made to it following a scheduled project to produce new, specific flow targets for the River Itchen Sites of Special Scientific Interest (SSSI) and Special Areas of Conservation (SAC) by 2021.
