Thames Water Utilities Limited: proposal to vary and revoke licences to abstract water

The Environment Agency is proposing to vary (change) licence number 28/39/22/0027, held by Thames Water Utilities Limited at Axford Pumping Station to protect the River Kennet Site of Special Scientific Interest (SSSI).

The Environment Agency is also proposing to revoke (cancel) licence number 28/39/22/0075, held by Thames Water Utilities Limited at Ogbourne Pumping Station to protect the River Kennet Site of Special Scientific Interest (SSSI).

The Environment Agency is required to give notice of this proposal. The Environment Agency give this notice in line with section 52 of the Water Resources Act 1991 (as amended by section 22 of the Water Act 2003) and regulation 31 of the Water Resources (Abstraction and Impounding) Regulations 2006.

to abstract (take) a total of

  • 13,100 cubic metres (m³) of water a day
  • 3,660,000 m³ of water a year (or up to 4,049,000 m³ a year in an emergency)

until the 31 March 2017. From 1 April 2017 the licence holder can abstract a total of

  • 13,100 m³ a day
  • 3,410,000 m³ a year

Abstraction is authorised all year from underground strata comprising of chalk. This is at National Grid References (NGR):

  • SU 24 70
  • SU 24 71

The licence holder can abstract water for public water supply.

The proposal is to vary the licence to include two new conditions. The first condition will restrict abstraction so that it shall not exceed 6,000 m³ a day when the flow in the River Kennet as gauged by the Environment Agency at its Knighton Gauging Station at NGR SU 29500 71020 is equal to or less than 100,000 m³ per day. The second condition will restrict the transfer of water outside of the Kennet Catchment so that it shall not exceed 3,000 m³ a day when the flow in the River Kennet as gauged by the Environment Agency at its Knighton Gauging Station at NGR SU 29500 71020 is equal to or less than 100,000 m³ per day. Both conditions will become effective on 1 April 2017. The Environment Agency also proposes to include a time limit of 31 March 2023 to the licence.

Abstraction is authorised all year from underground strata comprising of chalk. This is at two points within NGR:

  • SU 19 76

The licence holder can abstract water for public water supply.

The proposal is to revoke the licence with effect from 1 April 2017.

The Environment Agency has made this proposal as part of a programme to help restore sustainable abstraction.
