Test Valley Trout (Itchen) Limited: proposal to vary a licence to abstract (take) water

The Environment Agency is proposing to vary (change) licence number 33/210 held by Mr C G Saunders-Davies trading as Test Valley Trout (Itchen) Limited to protect the River Itchen Special Area of Conservation (SAC).

The Environment Agency is required to give notice of this proposal. The Environment Agency gives this notice in line with section 52 of the Water Resources Act 1991 (as amended by section 22 of the Water Act 2003) and regulation 31 of the Water Resources (Abstraction and Impounding) Regulations 2006.

This licence allows the licence holder Mr C G Saunders-Davies trading as Test Valley Trout (Itchen) Limited of:

to abstract a total of 114,000 cubic metres (m³) of water a day, and a total of 41,724,000 m³ a year, from the River Itchen at Itchen Abbas Trout Farm, Itchen Abbas, Hampshire. This is at National Grid Reference (NGR)

The licence holder can abstract water for fish farming.

The proposal is to include a condition to require 0.25 m³ per second of water to be discharged at NGR SU 5375 3289 when flows gauged at Easton Gauging Station fall below 2.75 m³ per second for a period of 10 or more consecutive days. The discharge must cease when flows rise above 2.75 m³ per second for a period of 10 or more consecutive days.

We also propose to include a condition to require the licence holder to apply for an impoundment licence to construct a new impoundment at NGR SU 53912 32914 and to remove an existing impoundment. A time limit will also be included on the licence of 31 March 2025.

For administrative reasons we propose to update the abstraction point to a more accurate grid reference.

The Environment Agency has made this proposal as part of a programme to help restore sustainable abstraction.
