Update to the 2005 best practice guidance for tendering for road passenger transport contracts published by the Department of Transport and drafted by the same consultants (Atkins Ltd and the TAS Partnership). Differences from the 2005 guidance are:
- the scope has been expanded to cover public bus services and other forms of passenger transport such as home to school transport
- it now applies to Scotland and Wales as both territories are within the remit of the commission’s market investigation
- the guidance itself seeks to provide advice on how local authorities and local bus operators can work together to secure best value for the tendered bus network
