Entrants to T Levels

25,508 learners started T Levels in the 2024 to 2025 academic year, up from 16,085 in the year before – a 59% increase.

Entrants to T Level foundation year

9,228 learners started a T Level foundation year (TLFY) in the 2024 to 2025 academic year, up from 6,900 in the year before – a 33% increase.

Methodology and data sources

The number of entrants was generated from the compulsory returns of:

  • individualised learner records (ILR) – administrative datasets completed by education providers on students aged 16 or over at further education providers
  • schools census pupil level data – information on the participation and personal characteristics of pupils in state schools, collected by the Department for Education

To be identified as a T Level entrant, a learner must have started a learning aim that corresponds to a T Level programme (programme type 31) and that is either in the:

  • ILR as a generic programme aim (learning aim reference ZPROG001), or
  • SC as a T Level technical qualification aim

To be identified as a T Level foundation year entrant, a learner must have started a learning aim that corresponds to the T Level foundation year programme (programme type 30) and that is a T Level foundation year aim. 

Table 3 sets out the full list of learning aims covered. 

Learners may be linked to more than one learning aim. For both T Level and TLFY entrants, the:

  • earliest start date must be between 1 August and 31 July of the academic year of interest. 
  • learner must have been enrolled on a T Level for at least the threshold number of days to be eligible for funding – for T Levels, this is 6 weeks (42 days)
  • learner must be funded as a 16 to 19 student, or a 19 to 24 student with an education, health and care plan (EHCP)
  • learner must have a valid unique learner number (ULN)
