The purpose of this document is to explain the logic behind, and form a user guide for, the supporting people local financial benefits model built by Capgemini for the Department for Communities and Local Government.

The document’s target audience is users from local authorities who wish to become familiar with the model so that, on an ongoing basis they can:

  • update the data it contains
  • easily read and interpret its output
