This report evaluates the impact and effectiveness of the lane rental pilot schemes operated by Kent county council and Transport for London.

It focuses on:

  • how the 2 participating authorities have implemented their schemes
  • how the behaviour of works promoters has been affected

The research involved interviews with authorities and promoters and review of available data, which was undertaken between April and August 2015.
