Details

The Strategy and Policy Statement is developed in accordance with the Energy Act 2013 and sets out:

  • the government’s strategic priorities and other main considerations of its energy policy
  • the policy outcomes to be achieved as a result of the implementation of that policy
  • the roles and responsibilities of those who are involved in implementation of that policy

Ofgem (the independent energy regulator in Great Britain), the Secretary of State and, once established, the National Energy System Operator (referred to as Independent System Operator and Planner in the Energy Act 2023) will be required to have regard to the strategic priorities in the Strategy and Policy Statement when carrying out their functions. 

The Secretary of State and Ofgem must also carry out their respective regulatory functions in the manner which the Secretary of State or Ofgem (as the case may be) considers is best calculated to further the delivery of the policy outcomes.

The draft Strategy and Policy Statement was laid in Parliament on 21 February 2024. Following approval from Parliament, the Secretary of State for Energy Security and Net Zero will designate the Strategy and Policy Statement, at which point the document will be in force

The responses to our 2023 consultation on the Statement informed the development of this Strategy and Policy Statement.
