This report presents findings from an independent evaluation of the Specialist Training and Employment Programme (STEP) Ukraine programme, which was funded by the Ministry of Housing, Communities and Local Government and delivered between August 2023 and August 2024.

The programme combined intensive online English language training with tailored employment support to help Ukrainian visa holders integrate into the UK labour market.

The evaluation assesses the programme’s:

  • design and delivery
  • impact on English language proficiency
  • impact on employment outcomes
  • value for money

It also sets out recommendations to inform future policy and programme design.
