Staying Close: implementation guide

Details

This guidance is for local authorities that are either:

  • currently delivering Staying Close, or
  • have been invited to join the Staying Close programme

It explains the programme requirements, including:

  • housing models
  • mental health support
  • minimum standards
  • delivery planning

Local authorities will be invited to join the programme, rather than joining through an open expression of interest process. Invitations will be prioritised according to levels of care leaver homelessness. Invited authorities will need to submit a delivery plan setting out how they will implement the programme locally.

The Staying Close programme will build capacity in local authorities ready for when the Staying Close statutory duty comes into force in 2029.
