This report from the Care Quality Commission (CQC) analyses inspection and ratings data to provide an assessment of the state of health and social care in England.

CQC began implementing the single assessment framework (SAF) in January 2024. Ratings in this report reflect a growing picture of the quality of care.

CQC’s assessment activity has been based on risk to people using health and adult social care services. For some sectors, assessments completed using SAF remain too low to be representative of all services.

The report was laid before Parliament on 23 October 2025.
