Special Direction under section 30(1) and (3) of the Customs and Excise Management Act 1979 (CEMA)
- 1. The Commissioners for Her Majesty’s Revenue and Customs hereby direct that movements into Northern Ireland (NI) from mainland Great Britain (GB) of animals and other goods that require checks at border controls posts (as described in paragraph 2 below) must follow the instructions set out below.
- 2. The animals and other goods that require checks at border controls posts are those animals and goods that are subject to official controls and other official activities performed to ensure the application of food and feed law, and rules on:
- (i) animal health and welfare
- (ii) plant health and
- (iii) plant protection products
Movements from mainland Great Britain to Northern Ireland of animals and other goods requiring checks at border control posts
- 3. Movements of animals and other goods requiring checks at border control posts arriving at berths in Belfast (BT3 9HY and BT3 9JL), or in Larne (BT40 1AS) or Londonderry (BT47 6FL) or Warrenpoint (BT34 3JR) from mainland Great Britain must be moved to Border Control Posts (BCPs). These BCPs are in Belfast (BT3 9BJ), Larne (BT40 1AX), Londonderry (BT47 6XT) and Warrenpoint (BT34 3LE). The goods will be subject to customs compliance activities at the BCP. There are details of each berth and BCP in the Annexe.
- 4. The Commissioners for Her Majesty’s Revenue and Customs hereby grant a licence to any persons in control of the goods arriving at the berths specified below to move the goods to the specified BCPs in line with the instructions set out below:
- 5. The Commissioners direct the licensees to move the goods from a berth to a BCP by using only the following routes and completing the movement within 15 minutes:
- Victoria Terminals 1/2 and 4 in Belfast to Border Control Post DAERA Site 1
- (i) West Bank Road, Dargan Road, Duncrue Road and Duncrue Street
- Albert Quay in Belfast to Border Control Post DAERA Site 1
- (i) Duncrue Street, Corry Road, Dock Street, Garmoyle Street and Duncrue Street
- Larne Port in Larne to Border Control Post DAERA Facility
- (i) Larne Harbour and Redlands Road
- Quayside Operations Area in Londonderry to Border Control Post DAERA Facility
- (i) Port Road and Haw Road
- Seatruck Ferries’ Terminal in Warrenpoint to Border Control Post DAERA Facility
- (i) 58A Newry Road
- 6. The licensee will be responsible for the cost of moving the goods between the specified berth and BCP. The licensee must only move the goods via the routes and within the time limit specified above. If the licensee fails to meet their obligations or follow the specified route, they may be subject to criminal penalties.
- 7. The Special Direction remains under review and may be subject to change.

- 8. The Special Direction comes into force on 27 June 2025.
