The employment of special advisers adds a political dimension to the advice and assistance available to ministers while reinforcing the political impartiality of the permanent Civil Service by distinguishing the source of political advice and support. The Special Advisers’ Code of Conduct sets out guidance for rules and work in this area of work.
The model contract for special advisers sets out the principal terms and conditions of employment for special advisers. It incorporates the written particulars required by the Employment Rights Act 1996 and, together with the offer letter, the Code of Conduct for Special Advisers and the Civil Service Code.
