The Environment Agency give notice of the proposal to vary (change) licence numbers:

  • 11/42/22.6/92
  • 11/42/22.6/93
  • 11/42/22.7/94

held by Southern Water Services Limited, to protect the River Itchen Special Area of Conservation (SAC), under its powers of section 52 of the Water Resources Act 1991 (as amended by section 22 of the Water Act 2003) and regulation 31 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The Environment Agency are doing this as part of a programme to help restore sustainable abstraction on the River Itchen SAC.

Licence number 11/42/22.6/92 (Twyford)

Allows the Licence Holder to abstract a total of 36.37 megalitres (Ml) of water a day, and a total of 13,319.78 Ml a year for public water supply. Abstraction is authorised all year from underground strata. This is at four points at National Grid References (NGR):

  • SU 48 25
  • SU 49 24
  • SU 48 24

Licence number 11/42/22.6/93 (Otterbourne)

Allows the Licence Holder to abstract a total of 45.46 Ml of water a day, and a total of 16,638.36 Ml a year for public water supply. Abstraction is authorised all year from the River Itchen. This is at NGR:

Licence number 11/42/22.7/94 (Otterbourne)

Allows the Licence Holder to abstract a total of 71.6 Ml of water a day, and a total of 21,229.82 Ml a year for public water supply and to provide compensation flow to Nightingale Stream. Abstraction is authorised all year from underground strata. This is at ten points at NGR:

  • SU 47 23
  • SU 46 23
  • SU 46 22

The proposal is to vary all three licences in the following ways:

Include aggregate total monthly quantities of:

  • 4,110 Ml for June
  • 3,940 Ml for July
  • 3,445 Ml for August
  • 2,280 Ml for September

and a total annual aggregate quantity of 42,000 Ml.

These quantities will be applied to each of the three licences. The aggregate totals are the sum of abstraction from all three licences

Include a condition requiring abstraction to cease for the purpose of public water supply when flows are at or below 198 Ml per day measured at Allbrook and Highbridge gauging station.

Time limit the licences to expire on 31 March 2025.

The Environment Agency has made this proposal as part of a programme to help restore sustainable abstraction.
