Wave 2.1 of the Social Housing Decarbonisation Fund (£778 million) is a grant funding scheme for social housing landlords to install energy efficiency and low carbon heating measures in social homes in England. The scheme launched in March 2023.

The Department for Energy Security and Net Zero commissioned IFF Research in a consortium with Technopolis and the Building Research Establishment to evaluate the scheme.

This process evaluation report draws on quantitative and qualitative data to assess how effectively Wave 2.1 was implemented and delivered as of July 2024.

The case study published alongside this report illustrates the support provided by the Technical Assistance Facility Bridge to social housing landlords to develop their bids for Wave 2.1.
